Description:

Cambridge University Hospitals NHS Foundation Trust (the Contracting Authority) is looking to tender the following services across its Addenbrooke’s Hospital and Rosie Hospital sites:
1. 
Domestic Cleaning Service
2. 
Patient Catering Services
The Contracting Authority’s requirements are anticipated to include:
1. 
Domestic Cleaning Services:

• Provision of cleaning services to clinical, public, and staff areas per NHS cleaning standards;
• The cleaning services will be based on scheduled routines, focusing on regular, deep, planned and reactive cleans for high, medium and low risk areas
• The supply of all consumables (cleaning consumables to include paper towels, toilet tissue, soap, alcohol gel, waste bags, couch roll). The Authority has preferred products for some of these key items and the Service Provider will be required to continue with this supply route;
• The supply of all equipment required to deliver the Cleaning Services; and
• Additional specified cleaning duties.
2. 
Patient Catering Service:

• Delivery and service of frozen plated meals for inpatient wards, ensuring menu choices meet dietary and cultural needs;
• Utilising other meal methods for specific patient / clinical need;
• Delivering the service primarily on a scheduled and reactive basis; and
• Maintaining quality and compliance with NHS food and nutritional standards.

Engagement process description
The preliminary market engagement session will be conducted virtually via Microsoft Teams on Thursday 15 January 2026 (14:
00 hours to 15:00 hours). Joining details will be issued by the Authority to your confirmed point of contact prior to the event.
Suppliers who wish to participate in the preliminary market engagement event are to express their interest by sending an email to [email protected] by 5pm on Friday 9th January 2026. Suppliers are asked to confirm the names, titles and email addresses of the attendees to the virtual preliminary market engagement vertical session prior to the closing date and time.
Following the preliminary market engagement event the Authority will issue an RFI (Request for Information) to all suppliers. This will be issued on the afternoon of the 15 January 2026.
Suppliers are asked to respond to the RFI and return their response to the Authority by 17:
00 hours on Friday 30 January 2026.
The Authority retains full discretion to design, structure, and conduct any subsequent tender process as it sees fit, including determining its scope, requirements, and evaluation criteria.
The Authority makes no guarantee that a procurement process will follow the preliminary market engagement and reserves the right to decide whether to proceed to a formal tender.
For the avoidance of doubt, taking part in this preliminary market engagement does not constitute an expression of interest, pre-qualification, or any other commitment to participate in any future procurement process.

Important Update – Revised Notice
This is an updated version of the previously published PME notice (Reference:
ADD/PU/KM/25/41).
The preliminary market engagement webinar originally scheduled for Thursday 15 January 2026 (14:
00–15:00) has been postponed due to unforeseen circumstances. The new date for the event is Thursday 29th January 2026 (13:00 – 14:00)
Further, changes have been made relating to the response dates/times.
Following the preliminary market engagement event the Authority will issue an RFI (Request for Information) to all suppliers. Suppliers are asked to respond to the RFI by 17:
00 on Friday 13th February 2026.
There are no other changes to the scope, format, or participation arrangements
Changes to the estimated contract value:

The estimated contract value is £144,000,000 (£172,800,000 inc VAT) over the life of the contract including all possible extensions and options. The value of each lots is:
Lot 1 – Domestic Cleaning Services £112,000,000 (£134,400.000 inc VAT)
Lot 2 – Patient Catering Services £32,000,000 (£38,400,000 inc VAT)
Lot 3 – Combined Services £144,000,000) (£172,800,000 inc VAT)
