A New build school will be built at Ladymead Lane in Langford within the period of this contract and the service will need to be moved to that site.
These academies will be grouped into lots for geographical clusters within the tender specification (Somerset, North Somerset, Bristol, South Gloucestershire and Gloucestershire). in order to attract a broader range of suppliers and service propositions. Bidders may choose to bid for any number of Lots and as such, bids for each individual Lot will be evaluated (and the contract/s awarded) on their own merits, so bidders should submit their best price for each individual Lot, as no improved offers for award of multiple Lots to a single bidder will be accepted.

The tender process will be conducted as a multi-stage Competitive Flexible Procedure.
This procurement is being conducted under a competitive flexible procedure in accordance with the Procurement Regulations 2024. Following the initial selection stage, the Contracting Authority intends to invite a maximum of six suppliers to participate in the tender stage based on the six highest scoring supplier responses to the additional questions set out in the Procurement Specific Questionnaire. Selection will be based on the criteria set out in the tender documents and will be applied in a transparent and non-discriminatory manner
The three stages will be:
1.Participation and Written Tender Stage – suppliers must meet the conditions of participation set out in this Tender Notice to advance to the tender stage of the competition and also submit a signed Non-Disclosure Agreement. The conditions of participation are to complete all mandatory responses and gain overall combined score of 80% or more on the Technical and Professional Ability section and additional questions 8.2.
The full tender documentation will be issued to the top six scoring suppliers who also meet the above criteria on the date specified within the timelines.
Tender stage responses will be assessed against the following weighted criteria:
•Cleaning Service Delivery 15%
•Management 10%
•People 10%
•Service development 10%
•Finance 30%
•Social and added value 5%
•Presentation – next stage 20%
2.Presentation Stage – the contracting authority intends to shortlist the three highest scoring suppliers from the Written Tender Stage to present to the selection panel. Any bidder whose score is greater than 20% below the highest scoring bidder after scoring of the written bids, will not be invited to the presentation stage
The presentations will be scored according to the following criteria:
•Confidence in the management team responsible for contract delivery (10%)
•Demonstration of cleaning standards within school building. (5%)
•Cultural fit (5%)
3.Preferred Supplier Stage
The highest scoring supplier after presentations will be invited to:
•Clarify or confirm any commitments made in their tender
•To discuss and seek agreement on how proposals in their tender can best be applied to the service provision to maximise client benefit
•To agree details of KPIs and commitments to be included in the contract
